STATUTE

ABOUT US

Chapter I

Article 1

An association named: Association of Saharawi Engineers for Development (ASED) is founded on 15 March 2006 in BIR LEHLOU (liberated Territory of the SADR).

The association is created for a non-limited period and shall acquire the status of a nongovernmental organisation (NGO) at both domestic and international level; the terms of reference are outlined by the statute and the rules and regulations of the Association.

Article 2

The Association of Saharawi Engineers for Development (ASED) is an institution set to unify their capacities so that they could play fully their role in society.

Article 3

Its provisional Head Office is situated in Chahid Elhafed.

Article 4

The slogan of the Association is: Unifying the scientific and technical capacities and putting them at the service of development and self-sufficiency.

Article 5

The president is the legal representative of the association before the law.

Article 6

The Association abides by the laws of the Saharawi State, the customs and traditions of society, and commits itself to defending the legality of the legitimate rights of the Saharawi people, while maintaining their independence in keeping with the convictions of its members.

Article 7

- The approval (or disapproval) of projects and making decisions are done by simple majority. 

- The vote is done by secret ballot. 

Article 8

- The income of the Association originating from the dues of the members, the grants and subventions that it may receive are kept by the treasurer and their management is assumed by the General Secretariat.

- The Association may sell the products of its activities or the services that it renders (training, maintenance, publication….. etc.).

Chapter II

Objectives, Methods, Activities

Article 9

- The Association aims to:

- strengthen the friendly relations among the fellow members.

- confront the idleness of the engineers in order to limit their travel aboard with a view to participating in the development of our society.

- become a link of coordination between engineers and the different labour sectors.

- modernise the profession and lay the foundations and procedures to be followed in all specialties to meet the challenges of the future.

Article 10

- establish centres of study, workshops and laboratories, etc. .

- elaborate studies and papers on the national riches and resources. 

- organise seminaries and meetings in the scientific domains that are of interest to the refugees.

-encourage the training and professional modernisation of engineering with all available means.

Article 11

- maintain relations of coordination with the national institutions interested in its activities.

- maintain contacts with like-minded associations around the world for exchanging experiences and scientific and technical knowledge and utilising them to modernise our developing State.  

chapter III

Membership

 Article 12

The Association is open to all Saharawi engineers who believe in its principles and objectives.

 Article 13

- The ASED is composed of voluntary members.

- The members of the association pay a membership fee and an annual subscription.

  Article 14

Membership in the Association entails the obtaining of the member card and the payment of the subscription. 

  Article 15

Membership shall be terminated in case of death, resignation or following an infringement contrary to the rules and regulations as well as the objectives of the Association.

 Article 16 - duties of the members

- to respect the rules and regulations of the Association as well as the General Assembly and the General Secretariat.

- to pay the fees and subscriptions according to the statute and the rules and regulations of the Association.

- to work for achieving the objectives through the participation in its programme and activities.

- to work for establishing relations of friendship and mutual respect among the fellow members.

Article 17 - the rights of the members

- to attend the meetings of the General Assembly and to discuss the issues on its agenda.

- to obtain a member card.

- to have a copy of the rules and regulations of the Association.

- to have a copy of the statute of the Association.

- to have the publications of the Association such as the magazines and duplicate copies......

- to participate in all activities of the Association.

- to write to inquire about all decisions taken by the General Secretariat.

- to have the right to elect and be elected. 

Article 18

- Whatever are the reasons of a resignation, it must be public, in writing and does not lend itself to any confusion.

- One can resign from a body of the Association while remaining member of the latter.

- In case of vacancy of a post in the General Secretariat, the president of the Board proposes the substitute.

  chapter IV

 Structure and Bodies of the Association

 - A - The General Assembly

 Article 19

The General Assembly is the sovereign body of the Association that defines its orientations and programmes and supervises their implementation.

 Article 20

The General Assembly is composed of all members having paid their dues in accordance with the rules and regulations of the Association.

There are two kinds of general assemblies:

A – Ordinary General Assembly: It convenes once a year. It takes stock of the past year and decides on the projects for the coming year.

B - Extraordinary General Assembly: It convenes at the request of the General Secretariat or a majority of 2/3 of the members in the course of the whole year. 

The notification should include: date, venue and the object of the meeting.

 Article 21

The issues to be usually discussed at an ordinary General Assembly are:

 - The moral and financial reports presented by the General Secretariat. 

-Vote on the orientations containing the projects of the Association for the coming year.

- Directives to be followed by all bodies of the Association. 

-  Possible renewal of the members of the General Secretariat;

- The dues. 

 Article 22

The General Assembly meets once a year at the request of the General Secretariat or the simple majority of the members. 

- The General Assembly elects the General Secretariat.

- The statute the long/short term programme of action are submitted for its approval.

- The General Secretariat is renewed every three years.

- The Association may renew these structures with a majority of 2/3 of its members.

                                                B - The General Secretariat

Article 23

The General Secretariat is the executive body of the Association. It is delegated by the General Assembly to run the Association.

 Article 24

The General Secretariat is composed of fifteen (15) members of whom four (04) form the Board, six (06) responsible for the scientific sections, four (04) representatives of the Association in the wilaya and  one (01) representative in Spain.

Article 25

The General Secretariat organises and supervises the organisation and the follow-up of the activities and the projects of the Association.

- It takes all decisions useful for the good operation of the Association within the framework of the statute and the objectives of the Association.

- The General Secretariat elects the Board and its president among its members.

- The agenda and the summoning for the ordinary General Assembly are the competence of the General Secretariat.

- The General Secretariat meets every three months.

- The General Secretariat gives its opinion on the admissions and the exclusions of the members of the Association.

- The study of the reports and suggestions coming from the sections.

- The General Secretariat shall elaborate rules and regulations that organise the work of the Association as well as its different subdivisions.

- Members of the General Secretariat are volunteers and cannot receive any payment; however, the principle of reimbursement of expenses incurred for their activities in favour of the Association is admitted. The repayment shall be made upon the presentation of invoices or receipts.

                                                C – Board of the General Secretariat

Article 26

The Board is the body that manages and prepares the works of the General Secretariat

 Article 27

The Board of the General Secretariat is composed of a president, a vice-president, a secretary, and a treasurer.   

Article 28

- It prepares the agenda of the meetings of the General Secretariat.

- It proposes to the General assembly a list of candidates for the General Secretariat.

The competences of the members of the Board are the following:

 a- The president 

- The president of the General Secretariat is the president of the Association and its spokesperson.

- He/she leads the administration of the Association and signs the contracts, the invitations and projects;

- He/she carries out the public, internal and external relations.

- He/she runs the Association and coordinates its activities;

- He/she implements the decisions in the urgent cases and presents them to the General at its first meeting.

- He/she presents the moral and financial report of the General Assembly;

b - The vice-president

The vice-president substitutes the president in case of his or her absence.

 c – The treasurer 

The treasurer has the responsibility for being the cashier and for the financial heritage of the Association;

- cashes the contributions of the members of the Association.

- prepares the financial report presented annually to the General Assembly. 

- he/she shall account for his/her mission with full transparency.

 d- The secretary

The secretary takes care of the correspondence of the Association. He/she is responsible for taking the minutes of meetings, and for the administrative documentation and the archives of the Association.

- He/she shall play a key role in the internal and external communication of the Association.

 

C - Scientific Sections

Article 29

The scientific sections in the different domains aim to create an adequate climate for a group of specialised engineers in order to contribute to the development of their profession and to offer assistance to the different enterprises involved in education, training and professional practice.

The scientific section includes the branches that are the different specialties of the engineering.

 Article 30

The persons responsible for the scientific sections direct and organise the seminaries and the meetings in coordination with the Board; they are also responsible for the follow-up and preparation of papers and studies made by the different scientific branches that form the section.

 Article 31

The association includes six sections:

 - Electric and Mechanical Engineering. 

- Computer Science, Data Processing and Telecommunication.

- Energy and Mines.

- Civil engineering and Construction.

- Agriculture and the hydraulics.

- Environment and Nature Conservation.
